ENVIRONMENTAL PERMITTING & LICENSES
Performed or assisted clients in the procurement of the necessary Local, State and Federal environmental permits for the following projects:
Bourne Consulting Engineering assisted in the design and permitting of waterfront improvements that included a historic marine railway, travel lift, seawall improvements, underwater debris removal and dredging. Filings were made to the RI CRMC and DEM as well as the ACOE.
Port Rehabilitation Project
Port of Rochester
City of Rochester
Prepared regulatory applications for the reconstruction of 2000 lf of bulkhead, dredging and new vehicular transfer pier for a high speed ferry service to Toronto. Filings included Section 10 and 404 from the ACOE, SEQR, water quality and Article 15, Title 5 filings with the NYS DEC, and Federal Consistency Assessment with the NYS Coastal Management Program.
Waterfront Park Improvements
Prepared regulatory applications for waterfront improvements along the Hudson River including shoreline stabilization and a new transient berthing facility. Filings included Section 10 and 404 from the ACOE; SEQR, water quality and Article 15, Title 5 filings with the NYS DEC, and Federal Consistency Assessment with the NYS Coastal Management Program.
New Fish Pier
City of Burlington
Prepared permit applications for new 175 foot fishing pier in Lake Champlain. Submissions included local planning and zoning approvals, Vermont Lakes & Ponds Permit and ACOE approvals. Specific issues included historical impact review and USCG review.
Wellfleet Fish Pier

Prepared permit applications for fish pier rehabilitation and modifications to Wellfleet Conservation Commissions NOI, DEP Waterways, DEP Water Quality Certificate, and ACOE.
Stonington Fish Pier
Town of Stonington
Prepared permit applications for fish pier expansion and rehabilitation to Maine DEP and ACOE. Performed dredge sampling and testing and attended meetings as required. Submission included wharf expansion, dredging, floating dock expansion, new boat ramp as well as upgrade of existing wharf.
Early Resanding Program - Back to the Beaches
Metropolitan District Commission
repared permit applications for beach resanding and seawall modifications to Boston and Quincy Conservation Commissions NOI, DEP Waterways, MEPA-ENF, DEP Water Quality Certificate, and ACOE. Performed sand gradation testing for compatibility and attended meetings as requested.
Marine Terminal Reconstruction
Staten Island, NY
Prepared and submitted regulatory applications for the rehabilitation of the marine terminal including shore protection, fender dolphins and bulkheads repairs. Also submitted applications for salt containments and dredging of berth. Permit applications to New York DEC and ACOE.
State Street Landing
Prepared and submitted all regulatory applications for the construction of a 370 ft steel bulkhead which required floating docks, filling and dredging within the Connecticut River. Represented the client on all public presentations. Prepared dredging plan for dewatering and upland disposal. Prepared permit applications to City of Hartford Inland Wetlands, Hartford Flood Control Commission, DEP - Long Island Sound Program, DEP-Bureau of Water Management and ACOE.
Marine Terminal Reconstruction
Eastern Minerals - Chelsea Terminal
Prepared and submitted regulatory applications for the rehabilitation of the marine terminal, including shore protection, crane/fender dolphins and steel sheet pile bulkheads, and for dredging of the berth to El. -29.0. Prepared dredging plan for dewatering and onsite disposal of 9,000 cubic yards. Prepared permit applications to Chelsea Conservation Commissions NOI, DEP Waterways, MEPA-ENF, DEP Water Quality Certificate, and ACOE. Attended meetings as required.
Lynn Harbor Dredging & Docking Facility
City of Lynn
Preparation and submission of environmental permit application for dredging 18,500 cubic yards. Design of dredge dewatering basins for hydraulic dredging operation for ultimate disposal upland. Prepared permit applications to Lynn Conservation Commissions NOI, DEP Waterways, MEPA-ENF, DEP Water Quality Certificate, and ACOE. Attended meetings as required.
Design of a single span, single lane bridge deck to replace an existing bridge over a salt marsh. Scope of services included applying for all permits and approvals including Bourne Conservation Commission, DEP - Waterways (Chp. 91), DEP - Water Pollution Control, and Army Corp of Engineers.
Wharf and Boat Access Dock
Managed permit process including preparation and presentations as required for Manchester Conservation Commission - NOI, DEP Waterways - Chapter 91 License and Army Corp Permit.
Boat Ramp Improvements
Riverfront Recapture, Inc.
Managed permit procurement process including application preparation and presentations as required for Connecticut DEP Bureau of Water Management Stream Channel Encroachment Permit and Structures and Dredging Permit.
Bourne Consulting Engineering has the experience from the above projects to fully understand the regulatory issues that must be addressed when working in wetlands and waterways including which agencies become involved. BCE has obtained regulatory approvals for our clients throughout the New England States and New York.
