Ronald R. Bourne, P.E. - President
Mr. Bourne started Bourne Consulting Engineering in 1991 to provide the personal service and commitment to clients that appeared to be missing in the industry. Mr. Bourne's background on waterfront projects comes from over 25 years of experience of developing a strong working relationship with public sector projects that required significant public participation and a need to listen and understand the client's needs and goals. This has led to stronger roles on projects requiring consensus building and closer working relationships and understanding of user needs and project impacts.
The range of waterfront project experience has been broad including major waterfront parks, public beaches and waterborne transportation to commercial and industrial waterfront facilities throughout New England including container, break-bulk and petroleum facilities. Mr. Bourne's experience also includes strong ties to shipyard dry dock engineering services that provide intimate understanding of naval architecture issues as it relates to vessels and floating structures including design standards, stability issues and berthing forces.
Mr. Bourne has also been in the forefront of waterfront accessibility including the design of fully accessible floating dock facilities for passenger ferries. Facilities were required to be designed to accommodate 10 foot tides and match vessel loading variations. Recent projects include involvement in the Boston Water Transportation Study, Fast-Ferry projects in Bermuda, Boston, Rochester, NY and Belford, NJ as well as acting as the On-Call Maritime Consultant for MASSPORT's maritime facilities.
Russell J. Titmuss, CEng - Vice-President
Mr. Titmuss has over 20 years of engineering and project management experience and is responsible for overseeing all structural designs. Recent projects included seawall investigations in Hull, MA; bulk cargo marine terminal improvements on Staten Island, NY; and a number of marine related projects in Bermuda. Mr. Titmuss is a Chartered Engineer in the United Kingdom and has over twenty years of engineering experience in structural bridge and waterfront engineering.
Prior to joining BCE, Russell completed a six year assignment with the Government of Bermuda with the Ministry of Works and Engineering working on various projects including bridge replacement, roadway improvements and passenger ferry system expansion and upgrade.
Mr. Peters, a Senior Waterfront Engineer, is in charge of the Bourne Consulting Engineering's Structural Analysis Group including the procedures and methods for analysis and design of waterfront structures. Mr. Peters manages the firm's structural software for analyzing complex structures including utilization of finite-element analysis methods. Specific structures have included floating barges, large fender dolphins, steel and timber bulkheads, steel and timber pile supported piers and wharves as well as stone seawalls and rip rap.
Recent and current projects that Mr. Peters has been involved in include the design of a barge and aluminum ramp system to meet ADA requirements for ferry terminals in Belford, NJ and at 5 locations in Bermuda, and the MA Architectural Access Board requirements for Harbor Express, Quincy, MA and the MDC in South Boston, MA. Other projects include major bulkhead designs in Belford, NJ, Rochester, NY and Hartford, CT. Other structures include an elevated walkway along a flood wall for a river walk in Haverhill, MA; seawall repairs for MDC in South Boston and pier reconstruction for a number of commercial clients.
